TOURNAMENT REGULATIONS
1. ORGANISER
The Turkish Chess Federation under the auspices of the European Chess Union.
2. VENUE, DATE, SCHEDULE
The Championship will be held from 2 October (day of arrival) until 10 October (day of departure) 2007 in Antalya - Kemer (Turkey). The official hotel of the tournament will be hotel "Limra".

Procedure of appeals - see chapter 1.11 of European Tournament Rules
Protests against decisions of the Chief Arbiter or his assistants, or the Tournament Director, must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the playing session.
The protest must be accompanied with the sum of 100 € as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the European Chess Union.
The decisions of the Appeals Committee are final.
5. SYSTEM AND RATE OF PLAY
The championship will be played in 7 rounds of the Swiss system in accordance with the ECU Tournament Rules and the FIDE Laws of Chess.
The playing time will be 40 moves in 90 minutes and additional 30 minutes to finish the game, with an incremental time of 30 seconds per move from the first move.
6. RANKING AND TIE BREAK SYSTEM
The ranking will be made according to match points, the team obtaining the highest number of match points being declared the winner of the competition. In case of equality, the following tie-break regulations shall be applied:
(a) By the number of board points won, the highest number wins;
(b) By the sum of the board points of all team's opponents, the highest number wins;
(c) by the sum of the board points of all opponents defeated plus one half of the board points of all the opponents with which a tied result was achieved, the highest number wins;
(d) By the sum of the board points of all the team's opponents, excluding the opponent who scored the highest number of board points and the opponent who scored the lowest number of board points, the highest number wins.
7. FIXED BOARD ORDER and TEAM COMPOSITION
The Fixed Board Order has to be given to the Chief arbiters during captain's meeting.
The team composition for all rounds has to be given to the arbiters between 9.30 and 10.00 a.m. in the lobby of Hotel Limra.
If no team composition is given until the deadline the players 1 to 6 of fixed board order (in men's competition) or the players 1 to 4 of fixed board order (in women's competition) are nominated to play the following round.

Individual Prizes:
The players who obtained the best individual results on their respective boards shall receive gold medals. Silver and bronze medals shall be awarded to the second and third place winners.
For this purpose the player's percentage score is calculated if the player takes part in at least five rounds. The highest percentage wins. In case of a tie it shall be broken by:
(a) Number of games, the highest number wins;
(b) Mutual results (if all played each other);
(c) Tournament performance rating.
If a player played on different boards he/she is considered to have played all his/her games on that board where he/she has played most of the games.
9. ADDITIONAL REGULATIONS
9.1 Article 10.2 of the Laws of Chess is not valid.
9.2 After each game the players will give the original score sheet to the arbiter signed by both of them.
9.3 Analyzing is not allowed in the playing hall.
9.4 During the game the players are not allowed to go to the analyzing room or to the press room.
9.5 Players who have finished their games shall be considered to be spectators and are not allowed to stay in the playing area.
9.6 It is strictly forbidden to bring a mobile phone, not authorized by the chief arbiter, into the playing hall. If a player's mobile phone rings in the playing venue during play, that player shall lose the game according the Laws of Chess.
9.7 Flashes may be used only in the first ten minutes of the games.
9.8 In case of prearranged games both players will be penalized.
9.8 We assume that all the players and captains have read the Tournament Regulations and are obliged to obey them.
9.9 Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the chief arbiter.
9.10 As long as his/her game is in progress a player may talk only to an arbiter, the team captain or with the opponent as permitted by the Laws of Chess.

All necessary payments - accommodation to the organizers and entry fee to the Mr. Dirk De Ridder - have to be finished until Thursday, 4 October 2007 before 8.00 p.m. Teams which have not paid until this deadline will not be paired for round 3 of the championship.
